Hope was found as a stray, with a collar on, dragging a leash.  And no one was looking for her :(  She was named Hope because we were all Hope-ing someone would be looking for her.  She is a beautiful, super sweet Beagle that deserves a better family than she had with the previous owners that held the other end of her leash.
